Abstract
The purpose of this paper is to examine some of the developing concepts in health and welfare regulation in the hope of giving some indication of the law of the future. This is not a discussion of decided cases, of what the courts are holding. It is an investigation of ideas which will shape the law, whether it be because courts will rule--or have ruled--in a certain way, lawyers will decide to litigate certain issues, or administrators will be influenced by certain considerations.
