It is generally acknowledged that the primary concern of the police in this country has related to the control of crime. Now, operating in a rapidly changing and somewhat hostile environment, police agencies - especially in our larger urban areas - are groping for means with which to meet not only the crime problem, but the complex problems of civil disorder and community conflict as well.
